The College is the authority mandated by the Government of Canada to license and regulate the practice of Regulated Canadian Immigration Consultants (RCICs) and Regulated International Student Immigration Advisors (RISIAs).

Its role, authority and powers are established in the College of Immigration and Citizenship Consultants Act (Canada), also known as the College Act.

The College sets and enforces the licensing, education and ethical standards of the profession, in the public interest through the College Act, Regulation (expected to come into force August 2026), Professional Code of Conduct and By-Laws.

 

 

Document Category

On November 17, 2021 the Council Board of Directors approved By-law 2021-2 which remains in effect and applies to all College licensees (RCICs and RISIAs). Any references to the Immigration Consultants of Canada Regulatory Council (Council/ICCRC), and associated terminology, are to be read as references to the College of Immigration and Citizenship Consultants (College) and its associated terminology.

Licensees are reminded that compliance is required with both the Retainer Agreement Regulation and the Code of Professional Conduct. Where there are inconsistencies, the Code takes precedence over the Regulation.
