​​Updated Essential Competencies for RCICs​ and RISIAs

Following a comprehensive study and licensee feedback, the College has updated the Essential Competencies for Regulated Canadian Immigration Consultants (RCICs) and Regulated International Student Immigration Advisors (RISIAs).

The essential competencies are frameworks that identify and describe the knowledge, skills and judgment RCICs and RISIAs need to represent their clients effectively.

The College routinely reviews the essential competencies to ensure they remain relevant and reflect the needs of current practice. All licensees are encouraged to familiarize themselves with the updated essential competencies, especially several new performance indicators, including:

For RCICs:

  • 1.4.4 - Demonstrates knowledge of the Labour Market Impact Assessment application process.
  • 1.7.9 - Demonstrates knowledge of the CBSA role and procedures as they relate to immigration.
  • 4.1.5 - Recognizes limitations in self and seeks support from time to time.
  • 6.5.7 - Treats all clients in a professional manner while maintaining standards, irrelevant of costs associated with the client case.

For RISIAs:

  • 1.4.4 - Demonstrates an understanding of the international student program’s relationship to other classes of temporary and permanent immigration.
  • 2.2.6 - Explains the potential consequences of breaching study permit requirements.

Continuous Professional Development (CPD) providers, Queen’s University, Université de Montréal and the International Students and Immigration Education Program (ISIEP), will align their program materials with the updated essential competencies by July 1, 2026.
